TAMURI Program

Strengthening Civil Society for Sustainable Local Governance

Within the framework of Component 1 of the “Citizen Participation Support Program” launched by the European Union in Morocco, the Moroccan Center for Innovation and Social Entrepreneurship (MCISE) is leading the implementation of the TAMURI Program for the period 2022-2025.
This program aims to empower emerging initiatives and Civil Society Organizations (CSOs), supporting their role as key actors in local governance and contributing to national reforms.

Program Objectives:

Strengthen the capacities of emerging initiatives and CSOs through an incubation methodology.
Support the design of sustainable economic models for CSOs and new initiatives.
Foster integration into dynamic thematic networks to ensure collaboration and sustainability.

The program targets 500 CSOs and emerging initiatives, impacting an estimated 166,000 beneficiaries across five priority regions:

Casablanca-Settat
Oriental
Souss-Massa
Tangier-Tetouan-Al Hoceima
Beni Mellal-Khénifra

At the conclusion of the program, 100 CSOs will receive financial support from the European Union.

Eligibility criteria will be finalized during the Hackathon sessions, with minimum requirements including:

  • Legal formalization (registered association status).
  • Minimum of one year of existence.
  • Proof of activities through references from partners, donors, or beneficiaries.
  • Submission of supporting documents (e.g., CVs of project leaders, social action statements).

For unstructured and informal initiatives, locality and thematic relevance will be required.

  • Establishing a project monitoring committee.
  • Updating the mapping of CSOs.
  • Identifying physical collaboration spaces.
  • Needs identification & strategic planning.
  • Development of an Incubation Toolkit.
  • Tailored training, coaching, and networking activities.
  • Support for the creation of service offers to strengthen associative ecosystems in the target regions.
  • Innovative models for income generation and diversified funding sources.
  • Organized to identify local needs and priorities.
  • Two physical hackathons per region (beginning & end of program).
  • 30 virtual hackathons every six months.
  • Themes include equality, environment, youth, plus region-specific priorities.
  • Formation of 15 thematic networks.
  • A comprehensive tool for planning and monitoring capacity building.
  • Includes methodologies, activity descriptions, and monitoring indicators.
  • Capitalizes on prior EU programs and sectoral analyses.
  • Early Phase: Orientation and SWOT analysis to determine incubation levels.
  • Mid-Phase: Practical training (social impact, marketing, fund management).
  • Final Phase: Advanced capacity building (economic models, financial strategies, advocacy, communication campaigns).
  • A practical toolkit accessible to all program beneficiaries.
  • Includes 5 methodological guides on design thinking, market studies, and action plan development.

Weekly networking events to foster collaboration and experience sharing among CSOs and initiatives.
